Knit from the top down. You start by knitting the back piece on the back. Then you knit up stitches on each side of the back piece to make the front pieces. When the sleeve opening is made, put the pieces on the same needle and continue knitting back and forth to the specified length. The sleeves are knitted from the top down by knitting up stitches in the sleeve opening.
